Registration Requirements

To Join our college umpire association, you MUST:

  • Reside in New England!
  • Have 5 years HS Varsity Experience and be an active member of an accredited high school umpires board or have equivalent professional umpiring experience
  • Be recommended by 2 members of CBUA/NE
  • Pass a written NCAA RulesTest and an On-Field Umpiring Mechanics Exam
  • or Be Transferring membership from another accredited college umpire association

The application process for New Members consists of 4 Steps. This is a process of inclusion, not exclusion. We want new members. However, bear in mind that our goal is to accept new members who meet the standards and skill level necessary to umpire college baseball. The Application Process includes:

  1. Rules Exam: A comprehensive test with multiple choice and essay questions based on the NCAA Baseball Rules. A passing grade of 80 is required. You should begin studying the rulebook- focusing on the Points of Emphasis, Rule Changes and Differences between NCAA and Pro Rules. The test is administered once per year, early to mid September.
  2. Field Mechanics Exam: Candidates who pass the Rules Test will be given the opportunity to demonstrate their mastery of proper on-field umpire mechanics in selected College Fall Baseball Games. You will have the opportunity to work the Plate, the Bases, receive constructive criticism and go back out on the field to make adjustments. The Membership Committee and/or Officers of the Association will evaluate you. Specific feedback will be provided on an individual basis.
  3. Background Check: We will validate the background and references of all umpires passing Steps 1 & 2. Please be sure that you are accurate on your application. Remember, the experience criteria include 5 years of HS Varsity umpiring experience or Professional umpiring experience and 3 CBUA member references. Be sure to check with CBUA members before you include their names on your application.
  4. Acceptance By The Executive Committee: The CBUA Executive Committee is the final authority and will base its determination on the results of Steps 1-3 and any other information that may be available about the candidates. This step is typically completed between October 20- November 10 of each year.


The Joe Driscoll Foundation has been established in memory of longtime CBUA Member & Past President and 3-time College World Series Umpire Joe Driscoll.

In 2007,  Joe died of a massive heart attack as he was preparing to leave for his game at Tufts University.

Joe was truly a legend in college baseball umpiring. His generosity and willingness to give back to the game he loved guided us to establish The Joe Driscoll Foundation in his memory.

Each year, the Joe Driscoll Foundation awards $2000 scholarships to students who are related to a member of our association.
